This is a harmless male hacklemesh weaver, Callobius sp. (Amaurobiidae), out looking for a female. There are five species in BC, but I'm not sure which ones are found in the Vancouver area. Determining the species is difficult because they tend to look alike, so you'd need to examine the palps on this one to ID it any further.
