Sorry, I'll try to make it quick.
I want to get more water towards the bottom of his jar because the top seems moist, but below the surface the substrate seems bone dry. However, I don't want to soak the substrate too thoroughly, and I don't want to move him temporarily to another enclosure while I soak the bottom substrate (I don't want to stress him out more than he already is). Suggestions?

I keep my slings on 75% verm/25% peat and mist 1 - 2 times a week such that you can always see just a hint of condensation against the vial where the substrate is.

So, if you think the vial is a little too dry, just give it a light spritz and check later. Repeat as needed. Once you get the substrate 'just so' it then will only need light maintenance to keep conditions moist but not wet.
