Yes. Do make sure they have moisture (in the form of moist food like vegetables) and a protein source. That keeps down cannibalism.

Those will work, though it may help to throw in a couple pieces of dry cat/dog food every now and then. You can even make the substrate all oats if you prefer.

The main extra protein I offer are cat biscuits. I put a layer of them in the bottom and then put the oats on top. Fruit/vegetables go on top of that when needed.
