Never do either of these things......for the water, pour water into the enclosure, this will get the deeper sub damp...misting does nothing for husbandry.....and never "turn" the substrate, this is the opposite of what you want to do, this not only disrupts the ts comfortability, but it makes the sub un-burrowable and creates a fluffy surface that most ts don't like walking on.

Thank you! I wasn't entirely sure so I wasn't putting much in there. So I just take a water bottle and pour it in there? I feel like a dumb messing with them and checking and the flat mate gives me crap about putting water in there like it's wrong

To clarify, don’t dump all of a full water bottle in there. Just pour some in the corner edge and watch it seep down to the bottom layer. Don’t make a swamp.

I see it this way, a stupid person doesn't know very much but is willing to listen to those that do, an idiot......

I would like to commend the OP on their post, the title (one of the best ever) and the fact that they are stepping in to take care of things that are being neglected. You have found yourself in this situation
without your consent but because of who you are, you are doing the right thing. You have come to the right spot and should get all the help you need.
Your housemate doesn't deserve them, or you.
