The animal on their flag has been killed to the point of basically gone. Patriotic in the same vein as the eagle killing.

There have been attempts to reintroduce them into the state and the state has said no on the basis that the rare chance someone encounters one and is hurt/killed.

It's not just the licenses, its the firearms and ammo too. The excise taxes are built into the price. It is one of the best examples of excise taxes working their intended purpose. The Pittman-Robertson Act relates to fireams/ammo and then later on the Dingell-Johnson Act was similarly passed which relates to taxing fishing gear or things related to fishing. In 2023 they raised a combined ~$1.4billion for conservation. I do not know what the largest conservation charities/organizations are in the US but my guess is they do not come close to that $1.4bil figure.

Convincing states to mandate more expensive steel/copper shot for hunting would be doubly positive because it would help prevent eagles from being poisoned and raise more money for conservation.
