Yes, they can see. They have two sets of eyes, actualy. The first set is located in the middle of their carapace and are called the medial eyes. They are one of the more sensitive light detectors out there, but do not really form an image.
The second set is located where you might expect eyes to be -- along the front edge of their carapace. These are more like T eyes in that they are not very good but do form images.
In the end, scorpions, like tarantulas, sense things mostly using the projections from their exoskeleton (setae etc.) They also have pectines located under their body which are both chemical and mechanical sensors.
