I have heard both sides of the story with smaller being kept with larger and with larger with larger and I think I've honestly heard as many cannibalism stories with each of the two, so it's still a slight risk either way. Good luck.
It is normal for most emps to share a burrow if, indeed, it is large enough to sustain the group. My two largest emps are now sharing their burrow, but prior to this, when there were three, they were on opposite sides of the enclosure and would argue constantly. Now they seem to be settling down a bit more, considering they have a little larger of a burrow.
