Well, I am late to the party! I was going to say N. annularis as well. So you have an amateur consensus which may carry more weight than taxonomy. Beautiful specimen, BTW! In addition to the "hood" the males are often 1/3 smaller.
This was on a salamander photography expedition, and I'm sure I saw 10 or 15 these beautiful millipedes on the first day. I've seen only 2 in Western NY state, ever.
