What kind of fly did i see?

i was at my friend's house working on my car (in indiana) and i saw a really bizarre "fly"

its body was a dark neon green if that makes sense. the color was very solid, shiny, and brilliant. it was a little longer than a normal fly and thin. it looked almost like a wasp but its body wasn't that elongated and i couldn't see a stinger.

it had very distinctive antenna also. they were very flexible and it would feel absolutely everything with them.

any ideas?

I don't want to sound impolite as you said it was a fly, but the best match I can think of it a cuckoo wasp :
