I beleive that you can just use standard tropical reptile UVB lights. I would get a UVB tube light that is around the legnth of the vivarium and just use that. What kind of frogs are you keeping in the viv?

What kind of toads? Are they just regular wild caught toads? Are you sure the species can be kept with a tree frog?

But it a 40 gal tank so over time I'll probably add salamanders and many a gecko maybe golden or day gecko or even a anole

American wild toad caught one is a small juvenile and a adult I haven't had a problem with it before.

Do yourself a favor. If the animal in the wild is nocturnal or never goes into direct sunlight, they never need ANY UV. As example, common geckos never go into direct sunlight except accidentally. Tokays the same. Toads are usually nocturnal. Also keep in mind equatorial animals get about two thirds to three quarters the UV dosage of the hemispheres.

Snark is right. But you will need some source of UVB to stimulate plant growth. If I were you I would use a bulb with a low UVB output and give the toads alot of shade and a few hides. Also I don't think all of these different species can be kept together. You really should do some research before letting a bunch of reptiles loose in the same viv.

By the time I get the gecko or anole and salamander, the only one I have to worry about is if I get a day or golden gecko eating tree frog

Not true. You do NOT need UVB for plant growth. What matters is that the light source is the proper color temperature (kelvins), and the lumens of said light source. Bulbs with a kelvin rating of 6500K are fine for most foliage plants and are considered "daylight" spectrum. The lumens required vary, depending on the depth of the enclosure and the species of plants you are keeping.
