Uknown bug found in Russia

Found this guy while digging ground. 4 legs, 2 pincers used for digging. Russia, Bashkortostan, Abyzovo.

Looks similar to a large cicada larvae. However it looks crazy .. beetle another possibility.

Looks like larvae, possibly in a transition phase. Two requisites for arachnidia; eight developed legs and a clear division between cephalothorax and abdomen, not present on that specimen.
