Tadpoles front leg is stuck!

I woke up this morning and one of my tadpoles got a front leg, but the other is stuck on the side the tadpole had its breathing hole. It's been all day and it still has not come out, the tadpole looks weak and is laying on its back, can I do anything to help?

Ok, I gently pushed the side and the arm fully popped out, it moves, but it bent and not as mobile as the other, the tadpole is struggling to swim to the surface. Should I move it to shallow water with a rock now?

If it were me I would put it in something where it can easily get onto land and in water shallow enough so it doesnt have to struggle to the surface to get air...you dont want it to drown.

So both front legs have emerged but one's stuck somehow? Seems like you could just get something like a toothpick and flip it out. But it sounds like one just hasn't sprouted yet, I think only time can fix that if that's the case. Sure helps to have a picture with posts like this.

The arm looks ok now, and both tadpoles are in seperate tanks with shallow water and flat, smooth stones. The one that was in distress seems to be fine now.
