I have about 50 (mostly juvinile) B.dubia in a 10gal glass aquarium with paper towels on the bottom (so they have something for grip and so they can right themselvs when flipped) and a red heat lamp which keeps the enclosure at a constant 90-95 degrees (or close to it). They get fresh veggies, dog food, and oats for food and water bites for water. Is this a suitable set up for breeding these fellas?

I'm going to say no.

The paper towels will rot farely quickly, no a problem if you change every other day.

The glass part of the glass tank will allow the light in. This could cause stress.
Had some in clear containers, they did really bad, but them in rubbermaid container, they breed like mad.

You never mentioned what you are using for them to hide in, IE cork bark, eggcrates ect.

I would not use the red heat light. It takes too much energy to run and could cause over heating. Try to get a heating pad.

If I turn to a rubbermaid container should I use any sort of substrate? Also if I use a heat pad should it go on the bottom or side?

Substrate is not necessary even in a rubbermaid container. I heat about 1/4 to 1/3 of the container from the bottom to give the roaches the choice of where it's just right for them. So depending on the room temp it is anywhere from 70-90 degrees in the rubermaid container. Their food and water crystals are to far side away from the heat.

So they will be able to breed at 70 degrees? Also kept in good conditions how long till 50 turn into a colony that will be able to be used as a staple food supply (roughly).

B. dubias cannot climb glass or plastic but I find the newly born can, they can't climb glass but the very little ones can climb the inside of the rubbermaid containers. I had quite a few escapees before I switched them over.

I keep mine in my classroom over the summer so I am only checking on them every other week. My first batch had nymphs while I was away and I found quite a few on the newly waxed floor below the table.
