Shih Tzu Q's

We have a 4 year old lady Shih Tzu who hasnt been fixed because we wanted her to have puppies of her own. These last few years, we havent had any luck finding her a boyfriend. Then today I remembered these boards and decided to try here.

Is there anyone around the Philadelphia,PA area with a male Shih Tzu ready to breed? And also, I'm not sure if a 4 year old dog can have healthy puppies. Is it too late for her to be a mother?
