also check with the state agricultural department

it varies from state to state under whose jurisdiction stuff like that falls. its usually agriculture if its something that has the potential to damage native crops.

Also... the Plant Pest Act is the federal legislation against phasmids, mantids, and a few other things. Worth giving your local USDA office a call as well.

Ah I'm so used to telling people to check out the wildlife department. Still gotta keep remembering bugs fall into agriculture.
