does anyone no if female roaches can make more than one ootheca(fertile)without being mated after the first one was produced

Yes. I think once a roach has been mated it will stay fertile until it dies.

Some species are parthenogenetic. As I know N. cinerea doesn't need male to breed.

thats not true, N. Cinerea arent parthenogenic, but Pycnoscelus surinamensis (surinam cockroaches) are.

Ok. Now I've checked it:

"Nauphoeta cinerea is an ovoviviparous cockroach in which some females are capable of switching from a sexual mode of reproduction to an asexual mode when isolated from males. Yet, while facultative parthenogenesis can occur in individuals, few females make the switch."
