I've talked to almost every Department of Agriculture in each state. Most of them do not keep a list of insects that can be kept with or without a permit. Some agriculture states like FL and CA do have a list, but seem to be very flexible if provided good information. You do technically need a 526 permit from the USDA (AHPHIS) to ship most insects. I have these permits, but I don't think anybody else does for roaches and it was a headache. Also, have permits for other insects such as super worms. I think the large majority of people selling insects do not have permits and I don't think the laws are enforced at all. I have been busted importing and exporting (only overseas) with just a very minor warning and a small fine the other time for mis-labeling. 99.99% of the roach species these departments have never heard of before and they have no clue what they are. There real concerns is for the true PEST species that can infest and unless your trafficing those I think you have very little to worry about.

i just shipped 17 madagascar roached through UPS, i told them what it was and the lady didnt do much but say "ewwww i remember when i was working at...." and told me her story about bugs, i shipped it to washington with no problem.
