Beyond just the general hobbysit concerns, this poses huge implications to academic fields, zoos and, conservation and breeding programs. It also doesnt seem very well thought out when there are any number of animals that rely on these light currently to stay healthy.....

Think there will be a grandfathering in?
What will be the alternatives for the animals if something like this were to actually pass?

Supererogation. Must be full spectrum lighting inclusive of the carcinogenic IR spectrum! Seems like the very dim bulbs in lawmakers circles have found something to do other than working on re-elections and brown lipsticking constituent money baggers.

Doesn't seem they are stupid at all. Just ignorant about all the many different niche markets that products can be used in. And it sounds they are open to discussion and likely exceptions. Hopefully they manage to work around such uses, sounds like they will.

The reason, energy efficiency, also isn't stupid. It's a common concern globally. Everything is going that way. We can't find t5 flourescent bulbs for the life of us here anymore. It's all LED now.

If one wants to see something stupid, here ya go:

The fluorescent are being slowly phased out for things like LED where i am from. OK, fine for most. Even though the lumens/watt ratings are quite similar. But fluorescent do have nasty stuff inside them. So, environmental reasoning, Okey dokey. However, Now most stores selling the t5 size I like are only selling them FIXED to the fixture. Cannot replace the bulbs, must replace the whole unit. All that extra metal, plastic, manufacturing and logistics being wasted when the bulb needs replacing. THATS stupid! or maybe I'm ignorant and there is a logical reaon?

In the orient it's all about the popular fads and fast sales. For example. 20 years back it was almost impossible to find an ordinary hot water pot. Only air pump types in every store.
The get real suppliers like Mc will offer all goods impartially. You need to find a commercial electric supplies outlet. Just ask contractors where they buy their products.

Ya, still possible. But they are being phased out. Even the proper electrical and plumbing supply stores don't carry the t5 anymore. Need to hit the cities. Times are a changing. Here it's for environmental reasons as well.
