I've got this male Avicularia avicularia juvie. He was running his toes through his fangs... Do tarantulas clean their legs? Or was he doing something else?

Yes, they clean their legs. And can go through some amazing contortions while doing so.

I've seen my G. perteri doing this with its first two pairs of legs and pedipalps. I assumed he was cleaning his mouth/ underside after a feeding and to maybe get some dirt of his underside.

I've also noticed my emp scorpion cleaning its telson with its mouth.

Id just assume your avi is practising proper hygiene.

Yes they clean themselves, or groom. I've seen most of mine doing this at some point or another. They do get themselves into some crazy positions doing this. :p

My MM T. pruriens not only is a "happy dancer", he is a groomer as well. The first time I saw him groom was once right after I cleaned and refilled his water bowl. He started by grooming his fangs and proceeded to groom all his appendages. Very slow and methodical. The whole process took him almost 45 minutes. Amazing little guy. I am going to miss this one when he is gone.
