Can you describe this a little better? I can't quite visualize what's going on, "jerks when she moves" could be anything. Does she do it all the time, how bad is it, etc.
How old is this baby redtail? Sometimes baby snakes move very quickly, get nervous, and are flighty. We have had several babies that move in quick little spurts, but then crawl normally once they settle down. How often have you held it? Could it be scared? If this is the case, it should settle down after being held for about 10 minutes, but then behave this way for the first few minutes each time you hold it until it is older.
If it is neurological, you would notice that it has difficulty righting itself if you turn it on its back, or it would hold its head up like it was looking at the ceiling, but almost fall over on its back. This is called "Stargazing", but is a central nervous system problem, and they don't grow out of it.
Hopefully, it is just a frightened infant snake, and will just grow out of it.
