is this a web or mold?

Hi! In my baby jumpers cage, I notice a new white, stringy web like structure. Anyone know if it’s a web or a mold/growth?

Mold. It's growing off that stick. I've had the same thing happen with pieces of grapevine - it's fine in dry enclosures, but any moisture quickly leads to rapid mold growth. Just remove the stick and you'll be good.

AKA Vine trunk disease. One reason why they fumigate and spray the H out of grapevines.
