Is this a male Neoscona?

We have a lot of orb weavers on our property. A whole lot. And they don't all seem to be the same variety. But, I've never seen one this pretty and it's a little smaller than the ladies living on my balcony. So, I was wondering if it is a male or, maybe, a different species.
