How to set up a tank for Blaberus Giganteus newborn-1st instar?

I own 6 Giant Cave Roaches, 2 of them are already adults, and a 3rd last instar is ready to molt any day. So far I have 2 females, but if I get a male I know they will reproduce. I have tried keeping 1st instars in a small tank with wood chips, or peat moss. The problem is they dig, and Never come out to eat. I have only sucessfully raised one 1st instar roach. If I get babies how do I raise them properly, and what is best to feed them? By the way the roaches are my pets, not feeders.
