From your post it sounds like they are climbing into your dubia enclosure (the dang little things can climb smooth surfaces, I believe). Perhaps the right strategy is to put a vaseline barrier on the OUTSIDE of the enclosure all the way around so they can't climb in.
I don't live where there are roaches any more so I haven't tested this, but I heard you can kill off a large portion of your B germanica infestation by dehydrating them. That is, seal off all water in your house. Put stops in the drains after you use them, towel off sink and bathtub water, etc. They die within a week of not having access to water, apparently. It takes some diligence, but I heard it can be pretty successful.
Just something I would try if I ever lived where there was an infestation again.
This will be difficult as B. germanica can get around just about any barrier you try to use, as they are agile climbers and fliers. Maybe you have to re-work your bin to be tight fitting. I have pics of mine on here somewhere and they fit in a way that nothing goes in or out other than air....
...and while I prefer bins, you may want to use a good bucket cage so you have a very tight fitting lid, and the screen on the side will keep them out.
