Looking bone dry, not so good for Pandinus imperator.
Humidify and heat up the enclosure straight away.

It doesn't look dead to me, but it may be severely dehydrated. Wood chips are not a great bedding to use, and those look very dry. Until you can swap out the bedding try misting the container and putting a water dish in there and seeing if it will drink.

Water is full of fresh water and I've heavy misted it till I can get some peat moss

What kind of woodchips are you using?

Do not use wood chips because you are creating a barrier that your scorpion cant burrow beneath.

Keep on 4-6" of moist substrate and a deep waterdish, add spagnum moss or forest moss to raise humidity and keep it at 75F-90F, 80F+ preferable daytime temps.
