Not true I'm afraid. Only a moult can tell you 100%.
With ventral, it's more of an educated guess, looking for known differences between the sexes. However, some times you can still get it wrong!

It varies by species and size. Larger specimens of certain species are easy to sex ventrally. Others, not so much.
