Found in my Tarantula cage.. WHAT IS IT?

It was a large terrarium setup .. established for 7 years..

the silk is quite stiff and sturdy..
the quarter is there for scale..

I live in VERY upstate NY

I'd say it's the remains of a moth pupae. I say "remains" because the cocoon part is opended on one end, so the moth molted into adulthood and left long ago. My guess is that it was in the substrate when you set up the terrarium, unless you fed your T a caterpillar that later pupated unoticed in the terrarium. Perhaps the T ate the moth before it could be found by you.

Have you ever fed your T a domestic silkworm(Bombyx mori?), because that sure looks like the cacoon made by one.

How could something like that evade capture and digestion by the tarantula long enough for it to even make a cocoon? The moth is probably eaten by now, but I'm still amazed that it made it that long...unless the T thought it didn't look like good eatin'! :D
