From the video it looks to be reacting to your touch. I could be wrong but based on the video it looks to me like maybe it's on its back trying to molt and is too weak to run away. How long has it been like that? Does it only move like that when you touch it or was it moving like that on its own when you found it? More info would be helpful. Also, can you show the full enclosure?

Doesn't look like DKS symptoms....but it doesn't look like it's doing well. First step would be proper housing and drier sub.

it actually molted but lost 2 legs
Did it molt before or after you recorded the video?
If that was the state it was in post-molt and lost two legs it could have been due to incorrect parameters within the enclosure. Or if that video was taken before it molted then the T may have been actively trying to molt but was stressed because you were bothering it and could have had a bad molt as the result. Sometimes Ts also just have bad molts and it's hard to say really why. Either way, please leave it be for now because they are in a very vulnerable state during and after molting.

Needs to be housed in a vertical enclosure with good ventilation, substrate on the drier side, and a water dish that can be overflowed every so often.
