Even if they are, do not buy them. They need their own room as well as a pool. They may be 12 inches as a little one, but before you know it, depending on which species of course, they could get 6+ feet.
If I remember correctly, there are provincial laws in Quebec but not in Ontario (as opposed to everything else, for which Ontario is the strict one). Regardless, there are tonnes of local bylaws and most communities outlaw them.
That being said, I'd stay away even if you could. There are a couple species that stay quite small but even those are only for experienced keepers and they DO get big. Once you get into even things like spectacled caimen you are looking for trouble.
