I was looking through this and it was basically saying that you could import Carabids with a FWS permit. Does anyone know the name of the permit he's referring to?

And if by some ultra rare chance you manage to wade through the vast mountains of red tape and burro-cratic manure, you will eventually discover that every rule or regulation may be subject to different enforcement by state, local authorities, or foreign government interests. I'm under the general impression the US FWS is attempting to demonstrate entropy - entirely unapproachable and incomprehensible.Not not to sound like a jerk, but this made me more confused.
