I was looking through this and it was basically saying that you could import Carabids with a FWS permit. Does anyone know the name of the permit he's referring to?

And if by some ultra rare chance you manage to wade through the vast mountains of red tape and burro-cratic manure, you will eventually discover that every rule or regulation may be subject to different enforcement by state, local authorities, or foreign government interests. I'm under the general impression the US FWS is attempting to demonstrate entropy - entirely unapproachable and incomprehensible.

To give a pristine example, we, native Americans, are allowed to take bald or golden eagles as our religious ceremonies require. We simply need to provide documented proof of such ceremonies, Of course, such documentation - along with what the ceremonies are, does not exist. It's personal, very private, different from tribe to tribe, subject to recognition of the BIA.and certainly not in any form that would be recognized by the US FWS.
