Am looking for suggestions for a bee and wasp repellent and deterrent in a large open air environment. Would greatly prefer organic or at least non toxic.

Can you post pics or ID the species that are causing you trouble, generally wasps and hornets are good to have around and do not often go looking for trouble. Polistes ssp wasps especially are mild mannered. (Though their are exceptions)

The bees are just north American honeybees which are trying to take over my brothers back yard. No swarm has been found, but lots of activity.

The wasps are mild mannered but get excited when a person gets within about 3 feet of their nest. These nests, as this one, are right where people will walk and can even bump into accidentally.

Well people often mention using dish soap and water to kill them off. If the honeybees are just swarming they will be mild mannerd and wont sting until they have a nest site. As for your wasps I would suggest leaving them be, unless they really are a threat to children and others. Generally if all they do is act excited and fly about when people are near thats fine but if they sting then you need to remove them. It is also important to note that each colony has its own temperment, this one maybe jumpy, the next ones maybe very mild so you need to take that into account as well, if a colony is really well behaved you can leave them be with no issues. I have a huge one right by my door and they ignore youy even if you walk by fast. And I also have one like yours that is jumpy, yet they leave everyone alone reguardless. So use your best judgment.
