Thank you, I was thinking he was but wanted a second opinion. This is some form of red knee. Do they develop tibial hooks when mature?
Yes, Brachypelma will get hooks. The pedipalps will be drastically different, so it's hard to miss it when they mature. It takes a while, though - they're not like some of the other species where a male will mature in a year, it could be 5 years or more before maturing, then another couple years after that before they pass.
