Once scorpions reach adulthood, they no longer molt. This applies to both males and females. As far as size, without some sort of object of known universal size, or a ruler, it would only be a guess at best when just using a photograph.
It's hard for me to tell with some Heterometrus whether they are mature or have a molt left to go. I had two that I thought were mature, they were the same size, same species, but then one of them molted and ended up much larger than the other, ...male and female. What do you think the species is you have there?
