I know this is a simple question but I just want to be 100% sure. My Avic avic is always hanging on the side of the glass making some kind of web nest and never seen him once touch the ground, I dont know he is spinning webs connecting both sides of the glass, hasn't eaten ever since I got it (which is about 3 weeks), never touched its water bowl and is very slow moving (knowing them they should be fast). Is it in pre-molt or is he just lazy?

Seeing as Avics are arboreal, you likely won't see him touch the ground, I have never seen any of my Avics on the substrate. Building a web to live in is typically what they do. Not eating can be an indicator of pre molt, or it may just not be hungry. I find my Avics to all be pretty slow moving unless they have a reason to move fast (like when being rehoused etc, and when they want to they CAN move pretty quick).
