Superflysnuka, your going to need to hit the books a bit your way off. Tetragnathids do not all have long jaws, and not all spiders with long jaws are Tetragnathids. Tetranathids are also orb weavers, and have long straight setae, fangs that fold completely into the chelicera, and quite a few other external differences from this spider. Also, it is definitely a mature male, as you can plainly see the formed pedipalps in image1.
