Not sure if that's a good price or not. I bought my 2.5" (actually closer to 3") for $45 a few months ago from a dealer who's considered by most to be the most pricey out there.
I haven't heard anything about them being on CITES, but I'd wait for more knowledgeable people's replies.

They are not on CITES, however, Brazil is closed to any animal exportation anyhow. They entered the hobby 3 years ago at the hands of a smuggler.
