I have two questions.
1)What is the best substrate for Hogna baltimoriana & Rabidosa rabida?
2)What is the ideal humidity level for the two species?

If anyone wants to throw in any other advice or resources as a bonus, I'd appreciate it!

Coco fiber is good since it is fairly clean.

I use coconut soil for my substrate in my wolf and jumper enclosures. The relative humidity in your house should be fine, wolfies are a rather hardy species. Give them a natural hide or two and a couple fake aquarium plants (they have very small ones even) to give it a nice aesthetic and make sure to keep a water dish with clean water in their enclosures.

Here is my H. Antelucana home, she has a burrow inside her log but has recently been chilling in the open eye socket of the skull.
