Where is locally?
You might try contacting the manufacturer, PJ Murphy Forest Products Corp's, directly at 800-631-1936 and asking them about a distributor in your area or if they would sell to you bulk.

I'm in South Florida, only place I found these was in pet stores. Very small amounts with ridiculous price tags.

Haha, I should have gone there first before posting this I guess. I went to PetCo and they sell a veeeeeeeeeeeeeeeery small bag for $6 and change. I'll check it out tomorrow. Can you give me a price quote on those bags? :p

I think the largest aspen bag they sell is...$15? Around there somewhere. It's a really big bag though

Petco will periodically have them on sale for $11. That is the cheapest I've seen it.

Just a note...that softwood bedding both chains sell has pine mixed in it. Beware!

Really? The Katy brand? I've heard people use it with no problems

My store uses kaytee with no problem. Now I would be inclined to believe that with Premier Pet since they openly market cedar chips as being "good for the skin and coat" of small animals :embarrassed:
