At what age and size, does the female of these 2 T’s start to show those colors. For example the violacepes the purple/blue coloration. Also the regalis the solid black and white?

My P regalis is about 4 inches or so and well it is showing the classic coloration. But just barely. I’m just wondering like how much longer until it’s complete color if that makes sense lol . Thank you by the way. I’ve been wondering this for these 2 T’s since even before I got them. 😁

some of it depends on gender. Pokies are sexually dimorphic and the males tend to be a little more subdued in their contrast. So if yours doesn't get too contrasty it may be a gentleman.
At the bottom of this page there is an example of this. https://www.giantspiders.com/captive-care/sex-determination/

Not always true, while some may have more of a contrast or drab color than others, specimens may have variation and there is not a set way to truly tell until either Pen-ultimate or mature for males. The exception of sexually dimorphic will only apply to P. ornata.
