My neoholothele incei is hiding in his castle and do not web, is it normal?

How long have you had it? It took my dolichothele diamantinensis sling a week until she started making webs. Neoholothele incei usually make lots of webs and cover substrate and decorations. A picture of your enclosure could help.

Yes absolutely normal... just gotta leave them alone for a bit and let them be. They will eventually start webbing, and making a hide for themselves for security.
