Need advise.

I have a neighbor that picked up a black lab some tine back. Its about 9 months now. Very sweet dog. Problem is its pretty obvious to me that the dog is very afraid of him and although I have not seen it I am sure its being beat on. When I am around the dog will actually hide behind me trying to avoid him.
I cant really call and turn it in cause I have never seen him do more than smack it one time but you can tell when he aproaches the dog or yells at it that it is being beat on. I have had a few dogs and I know the signs. And I know what it takes to make a dog act this way. I feel I should do something and talking to him is not an option. I hate to do nothing but not sure if there is anything at all I can do. Other than keep an eye out and try to catch him in the act.

That's pretty much all you can do. You can report a suspected animal cruelty case but without concrete evidence there really isn't much they can do. Plus, unless the dog is injured from the beatings, there isn't really much they can do anyway because the law considers dogs as property and you can do almost anything to your animal property. Sucks really bad.

Its frustrating. Hate to see a good dog ruined by people like that and know you cant do a thing.
