That white crusty stuff could be evaporates from the water. Do you live in a hard water area? If so its likely to be mineral deposits.

If so that must be some amazingly hard water.

Thats why I say why not just redo the whole enclosure

It doesnt exactly have to be extremely hard water. If the bedding is old the crystals can build up over time. Also, i know in my area the water will leave deposits like that on many surfaces in a little amount of time.
