I cant seem to find any references for laws regarding keeping Dynastes Granti in CA, so I am going to assume it is legal to keep this species of beetle in captivity here. If anyone knows otherwise, please inform me! Thank you!
It has to be a species that is native to and found in the state you live in. When it crosses state lines (like, when shipping) it becomes USDA jurisdiction and you would need a permit.
Contact the California Dept of food and agriculture. They would be the people in charge of such things. http://www.cdfa.ca.gov/phpps/permitsandregs.html
I couldn't find anything specific to Dynastes but someone there can help you.
