Importers license...???

I was wondering if anyone could point me in the right direction for getting an importers license for Tarantulas???
questions I'd like answers to include,,, is the license universal? could I get something from costa rica, and europe on the same license?
how much would something like this cost?
are there any reputable dealers in the world outside of the US?
what are some requirements of getting one, where can I get one?
What would I need to have?

Well just a few questions I have, any information would be very helpful...
