Something in the Symphyta, sawflies and horntails group. Without some locality data about as good as it's gonna get.

Collectable specimen. Males can get huge, especially around mating time. 3 cm long is common. Easy stupid way to tell male from female. Grab it with your hand. Get stung it's female, if it starts to saw up your hand with those spines on it's legs it's male. And those spines can easily draw blood. Got one inside my shirt once.This specimen was huge, diagonally at least 1.5 inch leg span. The tire it's on is 4 feet tall and those letters are half a playing card I'd say.
