i'm entering some photos into a photo competition online and the requirements are that it must be at least 1800pixles in size and not be more than 3MB.

no matter how small my DPI is it still is 9MB.

DPI is really for printing, not a parameter that applies to the picture itself when in digital form. The size of the image in digital form is a factor of the pixel count which is express as something like 640x480. That means the picture is 640 pixels wide by 480 pixels tall. The size of this image is calculated by w x h x color bits. The color bits are a measure of how many bits are used to express the color. For a pure black and white image you only need one bit. It is either black or white. Most cameras today use 24 bits for color which represent the red, green and blue. When combined you get the wide range of colors.

So, the long and short of it is to reduce the size of your image prior to submitting it. You can also use a compression algorithm like jpeg but be careful because the more you compress the image (make it smaller in memory size) the more you will degrade the quality of the image.

Try sizing your image to be 1024 x 768. Without compression this image would be 1024 x 768 x 24 and would be 1.9 MB. Reduce the overall size of the image before you use any type of compression.
