I used a mixture of 1/3 excavator clay and 2/3 sand and my scorpion is not burrowing. It is about 5 inches deep. There is a cork bark hide in there that he is under currently. Is he fine like this or should I redo the mixture?

IMHO, I think your substrate is fine -- sometimes they just don't feel like burrowing if there is an easy hide available. How long has it been since they've been rehoused? A friend of mine has a spadix, and it spend like weeks just roaming and hiding before it started bulldozing things. It may be just taking it's time to get acclimated.

It is natural behaviour for scorpions to hide and burrow but some don’t. It’s hiding so it’s a happy scorpionZ

It took my H. arizonensis 2-3 weeks in it's current enclosure to start burrowing.
I've housed it on a sand/clay mix, not excavator clay (wasn't available at the time).
The mix is nearly hard as rock, amazing that the scorpion 'eats' it's way straight through that.
