Hey so I just bought my second asian forest scorpion. It is probably 1/3 the size of my other one. Are they safe to house communally?

Yes it is. Put it in separate enclosure, and put them side by side, communally.

Only if you are hoping to use the smaller one as food.

With Heterometrus you can usually keep sibling groups together as babies and juveniles, but even then there is some risk of cannibalism. Introducing a juvenile to an adult's enclosure is just offering food.
