Firstly, the poster is in Canada. Although we do have import and export laws, we do not have the equivalent of the Lacey Act in Canada which prevents the movement of species from countries who ban exports. There are no restrictions on import/export of animals from Brazil if they are not coming directly from Brazil. There are no laws restricting imports from dealers in Europe/UK of species which originated in countries who have bans on animal exports. The only limitations are animals who are coming directly from banned countries and those who are CITES protected - special CITES paperwork is required for both import and export.
Secondly, nowhere are they illegal to 'own'. They cannot be sold across state lines, or imported/exported internationally, in the United States, but I don't think anyone is coming to people's homes and removing them.
