No, that's mold. See the tiny dark dots? Those are the sporocarps (i.e. fruiting bodies) of the fungus - dead giveaway. Don't worry, though, it's not harmful. Just take it out (it will probably come out as a layer) and let the substrate dry out. What species is in there anyway?
Looks like webbing to me, however, there appear to be black dotting (going to assume mold spots as per Boina), mine throw this type of webbing down prior to molting... Hopefully this helps! I'm also curious as to what species this is!
@tdark1 No, that is definitely not a molting mat. The fibers in a molting mat run different. This is fungus mycelium. The dots are not the fungus but the fruiting bodies of the fungus. They are like the apples on an apple tree and the white stuff is the actual "tree".
@boina It's Avicularia sp peru purple. After sticking in a chopstick and rotating it between my fingers it did pulled out the entire "web" of fungus. Only had to do it twice, in front of the bark and behind it. Easy cleanup
Letting it dry out was the idea, substrate was still just a bit moist when I made the enclosure. I wasn't planning on misting/spraying or anything. Sling has access to a bottle-cap of water. Sling it self is busy setting up her/his web-castle on top.
